The designation

EO 13224 (signed 2001) authorizes designating terrorists and their supporters. Hamas, ISIL, al-Qaida, and Hezbollah are SDGT entities - their financial networks, including crypto fundraising, are in scope.

The screening

SDGT entities and addresses are on the SDN list - the same list the screen checks. A payment to an SDGT-linked wallet is prohibited.
